Sudaliv Hthard was an Imperial Shadow Lord and a member of the First Imperial Ruling Council. The only Imperial to serve Veloth Direnni and the Order of Shadow and Flame before the conquest of the Colovian Confederacy. Sudaliv was treated as an outsider, a traitor and an infidel by her fellow Imperials, resulting in her further justification of her serving of the Blighter cause.

In the year 8E 63, following the Battle of Balmora, she was chosen by Veloth Direnni to become part of the First Imperial Ruling Council.
